Key insight

7 times pi is just under 22, so 2x can go from -21.99 to 21.99. That lets x be every whole number from -10 to 10.

Solution

1. First find the size of 7π7\pi. Using π≈3.1416\pi \approx 3.1416:
7π≈21.99.7\pi \approx 21.99.
So 7π7\pi is just under 2222.
2. The condition ∣2x∣≤7π|2x| \le 7\pi says that 2x2x is at most 21.9921.99 away from 00, on either side. So
−21.99≤2x≤21.99.-21.99 \le 2x \le 21.99.
3. Divide by 22: xx must be between about −10.995-10.995 and 10.99510.995.
4. Which whole numbers fit? x=11x = 11 does not, since 2⋅11=222 \cdot 11 = 22 is more than 21.9921.99. But x=10x = 10 does, since 20≤21.9920 \le 21.99. The same holds on the negative side.
5. So xx can be −10,−9,…,−1,0,1,…,10-10, -9, \ldots, -1, 0, 1, \ldots, 10. That is 1010 negative numbers, 1010 positive numbers and 00:
10+10+1=21.10 + 10 + 1 = 21.

The answer is (E) 21\boxed{\textbf{(E)}\ 21}.

Why this works

An absolute value condition like ∣u∣≤k|u| \le k covers everything from −k-k to kk, the same distance on both sides of zero. The only real work is deciding exactly where the edge is. Here that comes down to whether 7π7\pi is below or above 2222, and since π\pi is a little less than 227\frac{22}{7}, it is below.

Alternative approach

If you do not remember whether π\pi is bigger or smaller than 227\frac{22}{7}, try both. If 7π7\pi were bigger than 2222, then x=±11x = \pm 11 would also work, giving 2323 values. But 2323 is not a choice, so 7π7\pi must be under 2222, and the answer is 2121.

Concise solution

A shorter write-up, the way contest solutions are usually written. It may take a different route from the solution above.

The inequality is ∣x∣≤7π2|x| \le \frac{7\pi}{2}. Since π≈3.1416\pi \approx 3.1416, we have 7π≈21.997\pi \approx 21.99, so 7π2≈10.995\frac{7\pi}{2} \approx 10.995.

Therefore −10.995≤x≤10.995-10.995 \le x \le 10.995, and the integers in that range are −10,−9,…,9,10-10, -9, \dots, 9, 10. That is 1010 negative values, 1010 positive values and 00, for a total of 2121.

The answer is (E) 21\boxed{\textbf{(E)}\ 21}.
