Key insight

4000 has five 2s and three 5s. Positive n uses up a 5 each step, negative n uses up a 2. Count both directions and n = 0.

Solution

The problem says nn does not have to be positive, so check positive, zero and negative values.

1. Break 40004000 into primes. 4000=32⋅125=25⋅534000 = 32 \cdot 125 = 2^5 \cdot 5^3. So 40004000 has five 22s and three 55s.
2. Positive nn: each step divides by 55. Multiplying by 25\tfrac25 multiplies by 22 and divides by 55.
- n=1n = 1: 4000⋅25=16004000 \cdot \tfrac25 = 1600.
- n=2n = 2: 1600⋅25=6401600 \cdot \tfrac25 = 640.
- n=3n = 3: 640⋅25=256640 \cdot \tfrac25 = 256.
- n=4n = 4: 256⋅25=5125256 \cdot \tfrac25 = \tfrac{512}{5}, not a whole number.

Once the three 55s are used up, the result stops being a whole number. So n=1,2,3n = 1, 2, 3 work.
3. n=0n = 0. Anything to the power 00 is 11, so the value is 40004000. It works.
4. Negative nn: each step divides by 22. For example (25)−1=52\left(\tfrac25\right)^{-1} = \tfrac52, so each step multiplies by 55 and divides by 22. There are five 22s in 40004000, so we can do this 55 times but not 66:
- n=−1,−2,−3,−4,−5n = -1, -2, -3, -4, -5 work (n=−5n = -5 gives 4000⋅5525=125⋅31254000 \cdot \tfrac{5^5}{2^5} = 125 \cdot 3125, a whole number).
- n=−6n = -6 would need a sixth 22, which is not there.
5. Count. 33 positive values, 11 zero, and 55 negative values: 3+1+5=93 + 1 + 5 = 9.

The answer is (E) 9\boxed{\textbf{(E)}\ 9}.

Why this works

Multiplying by 25\tfrac25 swaps a 55 for a 22; multiplying by 52\tfrac52 swaps a 22 for a 55. The result stays a whole number only while there is still a 55 (or a 22) left to cancel. So the prime factorization of 40004000 tells you exactly how far you can go in each direction. The words "not necessarily positive" are a hint to check zero and the negatives.

Concise solution

A shorter write-up, the way contest solutions are usually written. It may take a different route from the solution above.

Factor 4000=25⋅534000 = 2^5 \cdot 5^3. The sign of nn decides which prime is being divided out.

Case n≥0n \ge 0. The expression is 25⋅53⋅2n5n\dfrac{2^5 \cdot 5^3 \cdot 2^n}{5^n}. The power of 22 is harmless; we need 5n∣535^n \mid 5^3, so n≤3n \le 3. This gives n=0,1,2,3n = 0, 1, 2, 3, four values.

Case n<0n < 0. Put n=−kn = -k with k>0k > 0. Then (25)−k=(52)k\left(\tfrac25\right)^{-k} = \left(\tfrac52\right)^k and the expression is 25⋅53⋅5k2k\dfrac{2^5 \cdot 5^3 \cdot 5^k}{2^k}. We need 2k∣252^k \mid 2^5, so k≤5k \le 5. This gives k=1,2,3,4,5k = 1, 2, 3, 4, 5, five values.

Altogether nn ranges over −5,−4,…,3-5, -4, \dots, 3, which is 4+5=94 + 5 = 9 integers.

The answer is (E) 9\boxed{\textbf{(E)}\ 9}.
